Careers Contracts Manager 

Employment: Part time or Freelance (20 hours weekly; up to 30 hours during high-demand weeks)
Location: Remote
Compensation: $35,000-$45,000 annually for part time, depending on experience.

HCN is seeking a Contracts Manager responsible for a wide range of contract management and tracking activities in federal, state, local and government, nonprofit, philanthropic and private sector contracting environments. This position plays an integral role in RFP compliance of new bids and proposals, maintaining a contracts repository, tracking anticipated revenue, and supporting contract maintenance and enforcement. The Contracts Manager reports to the CEO and works closely with the Business Development, Client Services, and Finance departments. 

Responsibilities 

Teaming and Proposals: 

  • Prepare and negotiate Non-Disclosure Agreements, Teaming Agreements, Subcontracts, Independent Contractor Agreements (ICAs) and other related agreements for CEO approval and signature. 
  • Lead contract development, administration, tracking, and analysis, as well as communication of subcontractor performance and contract compliance. 
  • Interface with contracting representatives (i.e., Contracting Officers, Prime contractors, Subcontractors) as well as HCN’s executive, business development and finance teams. 
  • Assist in proposal process and review all terms and conditions for each submittal to ensure company’s response answers the government requirements. Review all FAR and flow down clauses and advise as needed. 
  • Meet with technical staff and elicit their requirements to develop related acquisition documents. 

Post Award:  

  • Serve as the primary contact for contract-related communications with government, partner contracting officers, and teaming partners. Represent HCN in a professional, solutions-oriented, and ethical manner. 
  • Review and assess all contracts, including subcontracts, for key terms and conditions and propose recommendations, where possible, to protect HCN’s interests. 
  • Contribute to the process and documentation for contract handoff to Operations and Finance departments. Attend kickoff meetings, as necessary. 
  • Communicate invoicing schedules and requirements for each contract to the Finance Department. 
  • Organize and maintain a repository of contracts, and records of contract funding, spending, and any modifications to stay abreast of contract periods of performance, spend-down, and options. 
  • Support Client Services Team with staffing plans, contractual issues, client requests outside of SOW, and modifications to accommodate material changes in the contract SOW and/or budget. 
  • Prepare and file contract reports such as GSA IFF Quarterly Fee Reporting, Subcontract Reporting, update of SAM records, and other reports as required for contract compliance. 
  • Review and certify contract modifications for approval and signature. 
  • Prepare contract close out documents. 
  • Review and manage Contractor Performance Assessment Reporting System (CPARS). 
  • Review Reporting by Client Services Team for compliance with contractual requirements. 
  • Assist with capture of contract information for past performance documentation. 

Required Experience: 

  • Minimum of 2 years of experience in contract coordination; at least 50% federal contracts. 
  • Bachelor’s Degree in Business Administration, Management, Law, Accounting/Finance or related experience. 
  • Experience with small business communications firms servicing the federal government preferred. 
  • Knowledge of the Federal Acquisition Regulations (FAR). 
  • Experience working with GSA and managing large schedules and MAS contracts (GSA MAS, PICS II, OASIS). 
  • Comprehensive knowledge of U.S. Government service-type contracts, grants, and cooperative agreements of all kinds: Time and Materials, Firm Fixed price, Cost Reimbursable, etc. 
  • Experience managing the full procurement-cycle from design, award, to management is a plus. 
  • Ability to maintain high quality in a team-oriented, rapid paced, and time sensitive environment. 
  • Strong problem-solving capabilities with the ability to visualize and communicate solutions. 
  • Proficient in Microsoft Office tools and SharePoint. 
  • Thrive in a management structure where supervision is minimal and high standards are required. 
  • Frequent and comprehensive communicator.
